Them hook-shaped clouds are virgas, which are pockets of precipitation - snow in this case - being picked out by the rising sun. However, those little snow "streamers" then encountered drier air on the way down and thus evaporated way before it had a chance to reach the surface.
An hour after this photo was taken, skies become totally clear. It was also a cold morning with a ground frost.
